Harris on Georgia shooting: 'It doesn't have to be this way'

Speaking at a campaign event in Portsmouth, N.H., on Sept. 4, Vice President Kamala Harris discussed the shooting at Apalachee High School in Winder, Ga., telling the crowd that it’s “just outrageous” that parents should worry if their child will come home alive from school.
